each NOAA Program are a "Work-In-Progress". Currently these are a first
order listing of environmental observation requirements being collected
for use in NOAA's out-year planning and have not completed a full
Validation Phase. As such, these reports should not be used for
reference for any design, development or procurement activities outside
of NOAA. Validation of all NOAA Program Observational Requirements is
expected later this year.
