| A Target Architecture will:

|
- Provide an integrated view of NOAA's observing systems linked to mission
- Provide a framework for examining future requirements and cost, and allows evolutionary improvements
- Support discovery of gaps and duplication
- Lead to a more cost-effective overall observation system
- Allow all NOAA observations to be accessible by all NOAA customers
- Assist NOAA in its participation in international observing systems
- Help to identify opportunities for migrating research observations into operational status when appropriate
